Bộ trưởng Alan Johnson hứa sẽ cung cấp miễn phí cho các trường trung học 20 đầu sách do mỗi trường tự chọn trong số các tác phẩm có trong danh sách.
Không có Dickens hay J. K. Rowling, thay vào đó là Philip Pullman, Anthony Horowitz, Robert Muchamore, Terry Pratchett, Darren Shan... với nhiều sáng tác tái hiện nhân vật chính là những con người xuất thân từ tầng lớp lao động nhưng bạo dạn, thích chiến đấu, phiêu lưu và đề cao tinh thần thượng võ.

Đây là ý tưởng của cá nhân ông Johnson, vị bộ trưởng ham đọc sách. Ông cho rằng, các bậc phụ huynh không thể để bất cứ trẻ em nào lớn lên mà thiếu sách vở trong nhà. Theo Johnson, đọc là chiếc chìa khóa quan trọng giúp các em trau dồi học vấn và mở rộng các cơ hội nghề nghiệp trong tương lai. Các học sinh nam thường lười đọc và bỏ bê sách vở từ khi bước vào trường trung học. Đây cũng là nguyên nhân tạo ra khoảng cách về học vấn giữa các nam sinh và nữ sinh. "Con trai lười đọc hơn con gái. Nhiều cậu bé thậm chí còn chả biết gì đến sách từ sau 11 tuổi. Danh sách này sẽ giúp các em tìm lại thói quen đọc sách và cung cấp sự lựa chọn đa dạng cho các em. Hơn thế nữa, đọc còn làm giàu cho đời sống tinh thần bởi nó giải phóng trí tưởng tượng, khuyến khích sáng tạo và kích thích đam mê tìm hiểu tri thức", ông nói.
Trong số những cuốn sách Johnson từng đọc có Shane - Jack Schaefer và Tom Sawyer - Mark Twain. Tom Sawyer cũng là một trong số 160 đầu sách được lựa chọn.
Nhiều khảo sát đã cho thấy, thói quen đọc sách giữa các nam sinh và nữ sinh có sự chênh lệch rõ rệt. Nghiên cứu gần đây của tổ chức Hợp tác và Phát triển Kinh tế Anh tiết lộ 78% nữ sinh thường xuyên đọc sách. Trong khi đó, tỷ lệ này ở nam sinh là 65%.
